A CCTV footage shared on-line has shown the moment an unidentified man walked right into a neighborhood and started pulling out the outside light lamp holders from the fence of a building.
The person seemed like a scavenger who was out to pick up condemned materials which he would sell. He determined to include the lamp holders on his listing.
